The Medal was founded on 23 April 1976. It was assigned to military men and civilians having participated in the development of the Civil Defence; to active officers and soldiers at the date of annive.. The award has the form of a circle with diameter of 34 mm. It is made of gold-like metal. It is worn fixed to a pentagon bearer dressed in red ribbon with a white and a green stripe in the middle. Two versions of the medal are known. They differ by the inscription:
First version - the left side of the averse contains the profile of a fighter with a helmet, laurel wreath and five-pointed star; on the right side - a four lines inscription "25 ГОДИНИ ГО НРБ”(the digital 25 and the abbreviation ГO are in bigger font) On the reverse, inscription -“1951 ГО 1976".
It was mint at the State Mint, Sofia, after a design by the sculptors Mihail Popov and Georgi Baldzhiev. The Medal was cancelled in 1991.
